Every rate keeps the passage it was read from, in its own language and in English, with its publisher, its address and the day it was checked. A watch refetches every source a release cites and checks the words are still there.
Octroi is a dataset of accommodation and city taxes in twelve European countries, and a calculator that quotes what a stay owes. Every line carries its rate, the version of the law it applies and the source it was read from, word for word, and each release is signed with Ed25519.

Each rate is read from the gazette or ordinance that sets it, kept with the words it came from, and shipped in a dated release you can verify before you load it.

A release never changes once it's out. Each is signed with Ed25519 and the public key has its own address, so your system can check a release before it trusts it.
Where a charge is a share of the room's price, the quote asks for the price. Where a level of government hasn't been researched, it says so and names the gap, rather than guess.
What each country's data holds today: the places researched, the charges they levy and the sources cited for them.

How the data is madeEvery source carries the day it was last checked, and a quote shows it on each line. A watch refetches every source a release cites and flags one whose quote has gone missing, whose page has changed or that can't be reached, with the places to recheck. Each release is dated, so you know which state of the law priced a stay.
It says so rather than guess. A quote is complete, price_required when a charge depends on a room price you didn't send, or partial when something couldn't be priced. Each gap is listed as an unknown with its reason: a property class the place doesn't give, a zone it doesn't name, a level not researched yet, or a rule the law leaves unpriced.
Under a yearly licence for the countries your order form names. You may use the release files in your own systems and show charges computed from them, with their evidence links, to your hotels and their guests. You may not redistribute or resell the files as a dataset. Each release carries the licence text, under its signature.
As dated, immutable releases over HTTP. Your token names your licensed countries; the latest-release call lists the files it may read, each with its sha256. You check the manifest's Ed25519 signature against the public key, then quote stays with the calculator, plain TypeScript with no Node dependency, on your server or in a browser.
